The construction of the Penza circus on Plekhanova street will be completed by local subcontractors, following the agreement achieved by the governor Ivan Belozertsev during negotiations with the Russian State Circus Company (Rosgostsirk) and the Ministry of Culture.

Moreover, another local design contractor, “Penzgrazhdanproekt,” will conduct the project appraisal.

The construction site of the circus has been frozen since 2015, even though the building and installation is almost 70% complete.

A number of violations and design deviations were registered during the construction process, with similar occurrences getting registered during construction of state circuses in other regions.

At the moment, the federal budget has 274.8 million rubles allocated to unfreeze the construction of the Penza circus in 2016, says the press service of the regional government.
