Penza region placed 23rd in Russian living quality rating

Penza, 25 February 2016. PenzaNews. The Penza region reached the 23rd place in the 2015 Russian regions living quality rating compiled by “RIA Rating” agency.

The region went one position up compared with 2014.
In the Volga Federal Region, the Penza region reached the 5th position, next to Tatarstan, the Nizhny Novgorod and Samara regions, and Bashkortostan.
In separate factors calculated during the rating, the Penza region was placed thus: 59th in public monetary income to fixed market basket cost ratio; 60th in personal deposits volume per citizdn; 42nd in below-poverty-line population ratio; 59th in earnings of the 20% least-earning population to fixed market basket cost ratio.
In “Public Employment” group, the Penza region was placed 24th in unemployment level, 36th in average job search time; 33rd in ratio of population searching for job over 3 months to economically active population.
In “Public Housing Conditions,” the Penza region reached 19th place in housing space available per citizen in average; 47th in ratio of dilapidated housing in the housing fund; 30th in ratio of fully supplied housing in the housing fund; and 10th in ratio of supply pipelines in need of replacement in the whole pipeline network length.
In “Living Safety,” the Penza region is 8th in average crime rate per 10,000 population; 12th in individuals injured per 10,000; 62nd in traffic accidents numbers resulting in injuries per 100,000 vehicles; 31st in number of deaths caused by external circumstances per 100,000; 37th in number of poisonings, injuries and other consequences caused by external circumstances per 1,000.
In “Demographic Situation,” the Penza region reached 70th place in natural population growth (decrease); 45th in migration-related population growth (decrease); 66th in population change over the span of three years.
In “Ecologic and Climate Conditions,” the Penza region is 13th in volume of polluting emissions by stationary and mobile sources of pollution per living area space unit; 9th in share of population supplied with up-to-standards drinking water compared to overall population; 18th in climate evaluation; and 52nd in air quality control spending per unit of emissions.
In “Public Health And Education Level,” the Penza region reached 10th in life expectancy at birth; 21st in adult mortality; 2nd in infant mortality; 9th in perinatal mortality ratio; 27th in overall population illness rate; 41th in share of population aged 15-72 with higher education; 46th in share of population of the same age with no general education.
Moreover, the region was placed 12th in the volume of modern trade facilities in the overall trade space; 10th in total throughput capabilities of sports facilities; and 4th in share of population engaged in regular sports activities.
At the same time, the region was placed 60th and 44th in share of theaters and museums per 1,000 population, respectively.
The Penza region reached 47th place in volume of investment in main capital per citizen; 70th in share of profitable enterprises; and 56th in share of own income in overall consolidated incomes volume.
The region is first in volume of investment in main capital of small and micro-enterprises per citizen, and eighth in summary investment rate in main capital small and micro-enterprises.
The Penza region is 39th in density of public road coverage; 6th in share of up-to-standards regional, intermunicipal and local roads; and 26th in average weight of hard roads in total road length.
