Kirova street kiosk removed after Penza city head inspection

Penza, 16 March 2016. PenzaNews. A kiosk illegally located on the sidewalk by the Kirova street, 3 apartment building in Penza has been removed after a visit of the city head Valery Savelyev to the location.

During his March 9 inspection to investigate legality of kiosks located on the city frontage line, Valery Savelyev pointed out that illegal kiosks are harmful for the city outlook and their proprietors are in violation of the city improvement, land and construction legislation.

The visit has revealed that the kiosk was placed on land in municipal property and its proprietor does not have the necessary legal documents, thus making it illegal.

Also, according to reports, two more illegal kiosks were removed from Klary Tsetkin street, 2, and Pushkina street, 15.

Presently, there are 170 movable retail facilities in Penza which were identified as illegal, including 84 shawarma stands and 32 microfinance offices.

32 of these facilities have been reported to the Penza region Rosreestr, 26 more – to the city Ministry of the Interior department for proprietor identification, and 55 more – to the legal branch of the city hall for a decision on their removal.

27 small and medium enterprise owners had their municipal land rent agreements voided, and 12 return claims from them were rejected by the Municipal Property Department due to termination of sublease agreements and change of services they provide.

The court received more than 49 legal claims, with 31 of them placed under review, and one with a verdict to remove the facility from the land plot.

Moreover, 8 movable retail facilities were voluntarily removed by their proprietors.
