The organization “City Center of Control and Accounting of Energy Resources” (also known as the Penza center “Samouchet”) and the organization director were punished under Part 2, Art. 15.1 of the Administrative Code, “Infringement of the Procedure of Handling Monetary Cash And the Procedure of Conducting Cash Operations, As Well As Infringement of Requirements Concerning the Use of Special Bank Accounts.”

“On orders from the prosecutor’s office, the Oktyabrsky city area Federal Tax Service inspection has analyzed the activities of the Center in terms of their compliance with the federal law ‘Concerning Activities Carried Out by Payment Agents Involving the Acceptance of Payments from Physical Persons’ in terms of fullness of money transfers from payers to special bank accounts. They found out that the money were being transferred to non-special bank accounts belonging to the organization, which constitutes a violation of the legal norms,” Yulia Makarova, senior assistant attorney of the region in media relations, told PenzaNews.

The checks resulted in a statement of the tax organization to hold responsible the legal entity and the head of “Samouchet.”

“Also, the prosecutor’s office has initiated an audit of the Center’s activities by the Penza region Federal Antimonopoliy Service, which is currently still in process,” she clarified.
