Penza, 29 March 2016. PenzaNews. An individual businessman from Gorodische of the Penza region will pay a fine of 200,000 rubles for illegally hiring a female foreigner.

“It was established that he signed a labor agreement with a woman from Kyrgyzstan on 26 August 2015 without informing the migration services within the span of three business days,” Natalya Bychenkova, press secretary of the Penza region court, informed PenzaNews.

The man admitted his guilt during the court session, she added.

“The businessman explained he was involved in non-store sales of foodstuffs and machine-made goods. He did not warn the migration services about the agreement with the Kyrgyzstan woman, and did not know that was required. He paid her salary every month, until she left in December 2015,” she said.

According to Natalya Bychenkova, the fine assigned by the court is less than the minimum set by Part 3, Art. 18.15 of the Administrative Code, “Unlawful Engagement of a Foreign Citizen or Stateless Person in Labor Activities in the Russian Federation,” Natalya Bychenkova elaborated.

“The businessman appealed the verdict, but his appeal was dismissed by the Penza regional court judge,” she concluded.
