“Due to violations by the Samara company ‘Volgastroy’ – they deviated from the construction project – the Rosgostsirk has suspended the circus construction back in May 2015 on the initiative of the Penza region government. Currently, the project and cost estimate documentation is undergoing adjustments under our mutual agreement with the Rosgostsirk and the Ministry of Culture of the Russian Federation. ‘Penzgrazhdanproekt’ was provided the rights to make the adjustments, which will be followed by an expert evaluation. They set a deadline for us – the project and cost estimate documentation must be adjusted and undergo the expert evaluation by June 15,” the head of the region explained.
According to Ivan Belozertsev, currently there is an agreement to allow one of the Penza construction companies to complete the circus.
“For that case, the federal budget has allocated 267 million rubles for circus construction completion on this year. The funds for the next fiscal year will also be allocated in the new federal budget as it gets approved,” the governor clarified.
