Penza plans to begin Sura river embankment reconstruction in September

Penza, 29 April 2016. PenzaNews. The reconstruction of the Sura river embankment in Penza will reportedly begin in September 2016, announced the city vice-mayor Irina Shirshina during the 21st regular session of the City Duma held on Friday, April 29.

“During the first stage, we will be preparing and collecting the land that is currently owned by the municipality – 4.5 hectares – and the land that is in the process of being freed from private property,” she clarified.
As a result, the city will allot around 6.5 hectares of land for the reconstruction, she added.
According to Irina Shirshina, the process will begin with installation of all power and supply lines and erection of installations designed to protect the embankment from erosion and degradation.
“The main focus of the embankment reconstruction is on the whole area right next to the water,” she stressed.
The design of the embankment must be approved only after a discussion with City Duma representatives, stressed the deputy Alexei Shuvarin.
“After we determine a subcontractor, we will make sure to propose a committee that will include citizens and deputies,” Irina Shirshina reassured him.
In return, Alexei Shuvarin suggested to involve the deputies in the project as early as during the technical design stage.
At that point, the head of the LDPR faction in the City Duma Zhigansha Tuktarov asked Irina Shirshina if there are any plans to replace the asphalt in the river embankment zone.
In her answer to the question, she explained that restoring the current asphalt and laying down new roads as needed is one of the crucial points of the reconstruction.
She also clarified that the power and supply pipelines will be installed this year, while the asphalt will be laid down next spring.
