Penza, 11 May 2016. PenzaNews. The Penza city administration head Victor Kuvaytsev demanded explanations from the officials who overlooked the construction of a bar at the land plot on Ulyanovskaya street originally designed for a sports and recreation center.

“According to the project cost estimate documentation negotiated with the [Penza city] Department of Urban Planning and Architecture, the land plot on Ulyanovskaya street has a sports and recreation center. In practice, we have a ‘Lady Night’ bar working there. The work completion certificate shows that the location was visited by a committee that signed the certificate and brought it to the city administration head for signature. A question: how in the world do we have a sports center there on paper, but in reality there is an adult bar?!” the mayor expressed his outrage during the administration meeting on Wednesday, May 11.

A similar situation occurred with a car sales store on the city outskirts, Victor Kuvaytsev added.

“There is no permission for the ongoing construction. However, in private discussion the owner of the building is fully confident that the object will be functioning on a legal basis. How could this happen?!” the mayor asked.

The incidents of such kind must be put to an end, he stressed.

“All persons related to these issues must write me letters of explanation. I will make decisions on each of them separately,” the press service of the Penza city administration quotes Victor Kuvaytsev.
