Previously, the Penza region children’s ombudsman Elena Stolyarova received a request from a mother of many children over her underage child with an officially registered disability.
The woman’s husband is a military man, who is registered to a military department; the family has no housing of its own and are awaiting for one from the Ministry of Defense, and currently renting a flat without a registration.
After requesting a disability pension from the Pension Fund, the family received a rejection since the child is not registered in the city.
The children’s ombudsman staff provided legal assistance to the woman in her case in the Leninsky Penza city area court to help protect the child’s rights; a representative of the Penza ombudsman defended the complainant’s rights in court and provided a written request for the court to side with the child.
The court eventually followed the requested course: the Penza city Pension Fund branch was instructed to begin paying out the social pension to the child with disabilities starting from 1 April 2016, says the website of the regional children’s rights ombudsman.
