Penza, 12 August 2016. PenzaNews. A man, who arrived in Russia from Kazakhstan and found himself in the Penza region without shelter and documents, will be able to obtain a Russian passport.

As the Commissioner for Human Rights in the Penza region informs on the website, the request on behalf of the disabled person without citizenship and permanent place of residence, came at the end of June 2016.

The man arrived in Russia with no identity documents in 2002. His migratory status has not been determined so far. The man, who lost both legs in 2008 as a result of amputation, has no relatives in the country.

Since 2010, he has repeatedly appealed to various authorities for obtaining citizenship and identity documents, but the question remained open.

The problem was solved thanks to the joint efforts of the Human Rights Commissioner office, Ministry of Internal Affairs of Russia in the Penza region and the Ministry of Labor, Social Protection and Demography of the region. After visiting the disabled in order to collect written claim and the necessary documents, the certification work was organized.

In addition, there is a possibility to accommodate the homeless person in an institution of social services - home for disabled people, as soon as the Russian passport is obtained.
