Claim to governor not satisfied by Penza court

Penza, 22 August 2016. PenzaNews. Leninsky district court of Penza refused local resident's claim to the governor of the Penza region Ivan Belozertsev to declare his inactivity illegal, which expressed in failure to organize personal reception.

“In April of the current year, the plaintiff appealed to the public reception of the governor of the Penza region for receiving a personal meeting. They explained him the procedure and the fact that the meeting can be organized in June,” the official representative of the Leninsky district court of Penza told PenzaNews.

He said that before going to court the man did not have a personal appointment with the governor.

“At the hearing the applicant supported the statement claims. He believed that the reception of citizens is conducted insufficiently. Governor’s representative did not admit the claims, explaining that, according to the approved order, the governor holds personal reception at least twice a year by appointment,” the agency interlocutor explained.

According to him, the plaintiff will be notified by telephone stated in the appeal concerning the date, time and place of the meeting.

“It has been established that the man’s appointment is in August 2016. He is No. 1 in the list. Administrative plaintiff did not contest the fact that he was notified of the personal reception on August 5,” the representative of the court added.

He noted that the citizen’s right to personal reception was not violated.

“The plaintiff’s argument that the current frequency of personal reception is insufficient was found untenable as the established order is not contrary to the law and does not restrict the rights of citizens. The court’s decision has not come in force yet,” the agency interlocutor concluded.
