Penza, 29 August 2016. PenzaNews. More than half the residents of the Penza region are planning to take part in the elections to the State Duma of Russia on September 18. These are the results of a survey conducted on PenzaNews website in the period of August 14-28, 2016 with 402 participants, including 342 people from the Penza region.

Up to 10% of respondents reported that they are more likely to participate in elections. Almost 8% of respondents chose the answer “probably will not participate.”

Those who stand firmly on not participating in the vote on September 18 constitute over 22%.

Just under 7% of respondents have not made a final decision on whether they will go to the elections on Sunday or not.

However, the vote on September 18 will be considered valid for any appearance, because its threshold is not set.

Elections to the State Duma will be held under a mixed electoral system: 225 deputies of 450 are elected from party lists under a single federal district (proportional system) and another 225 — in single-member constituencies (majority system).

To get into the State Duma, parties are to break the 5-percent barrier, and the candidates in the districts — to receive a relative majority of votes.

First mixed system for the formation of the legislative power in Russia was applied at the elections in 1993, 1995, 1999 and 2003. Since 2007, people vote only for party lists in the Duma elections.

The study was conducted at the initiative and expense of PenzaNews by survey of the Internet users from August 14 to August 28, 2016.

402 respondents participated, 342 of them are from the Penza region, which is the main survey region.

The question asked sounded as follows: “Do you plan to vote in the elections to the Russian State Duma on September 18, 2016?”
The statistical error — 5%.
