Kuznetsk, 31 August 2016. PenzaNews. A criminal case was filed against a 27-year-old resident of Kuznetsk of the Penza region, who tied her daughter to bed when no one was home.

“According to investigators, the woman has not performed parental obligations duly leaving her 4-year-old daughter home alone for a long time. During her absence, which lasted several hours, the woman tied the girl with rope by the leg to the bed,” Lyudmila Fomina, senior assistant of the head of the regional Investigative Committee for media relations, told PenzaNews.

According to her, the fact was revealed by an employee on the juvenile and protection of their rights in the Kuznetsk administration, which received the information that the child did not attend kindergarten for about a month.

“A member of the commission, who saw a child tied to the bed, reported to the police. At the present time the circumstances of the incident are investigated,” the agency interlocutor added.
