Penza, 9 September 2016. PenzaNews. The procedures of neutralizing terrorists’ actions and elimination of the consequences of the terrorist attack were worked through during the special tactical drills “Groza 2016,” organized by the Operational Headquarters in the Penza region.

“According to the story, at 11.00 on September 8, two armed criminals entered the guarded facility of TV and radio company “Penza.” As a result of an armed attack the “terrorists” killed one and wounded another officer of the security departmental “Communication-security,” invaded the studio of live broadcast along with the personnel in the amount of four people,” the press service of the Operational Headquarters in Penza region told PenzaNews.

The department clarified that the groups of the Penza regional Operational Headquarters arrived at the scene, as well as specialists of fire-rescue center and the local center of disaster medicine.

“The head of the Operational Headquarters introduced the counterterrorist operation regime with the use of measures and temporary restrictions of fundamental rights and freedoms of citizens on the territory of Penza within the boundaries of the facility in the following streets: Lermontova — Leningradskaya — Popova — Patsaeva — health path — the eastern boundary of the Belinsky Pedagogical Institute. The population was evacuated from the operation “zone,” the press service explained.

The operational headquarters added that the head of the department decided to conduct combat activities to neutralize the “terrorists,” after which they took measures to eliminate the consequences of the terrorist act.

“During the drills they worked through the issues of liquidation of terrorist attack consequences at the communication facility, improved interaction of law enforcement agencies in the region, and practiced the skills of the staff involved in anti-terrorist operations. The regional law enforcement agencies were positively assessed in terms of readiness in case of security threats of this kind,” the department summed up.
