“Initiative” forum in Penza: Reduce number of NGOs audits

Penza, 14 September 2016. PenzaNews. The list of subsidies received by non-profit organizations after which an audit is required, should be reduced. This is the opinion of domestic policy management adviser of the government of the Penza region, Roman Yakupov.

“Unfortunately, we are faced with a problem — they introduced changes in the Budget Code according to which an NGO which received a subsidy, should be audited by the financial control bodies. [...] Maybe we need to limit the list of subsidies, after receiving of which an NGO is subject to mandatory inspection?” Roman Yakupov suggested at the “Initiative” forum held in the Lermontov Penza Regional Library on Wednesday, September 14.

Roman Yakupov noted that a large number of audits burdens the financial control bodies.

This suggestion was commented by the Deputy Director of the Department of Social Development and Innovation of the Ministry of Economic Development Minister German Vetrov, who took part in the forum via video conferencing.

“The idea seems reasonable, on the one hand. On the other hand, it is the budget money, so the control is a sufficiently strong,” he said.

German Vetrov added that the issue is the responsibility of the Finance Ministry of the country.

“Appealing to the fact that the level of inspections of small and medium business is reduced, and it is quite a stable trend, perhaps, we should move in this direction,” he suggested.
