Breusov: Penza region needs Soviet structure of urban authorities

Penza, 3 October 2016. PenzaNews. Soviet structure of urban authorities should be reconstituted in the Penza region. Such an opinion was expressed by Director General of “Architectural studio of Alexander Breusov,” member of the Union of Architects of Russia, Alexander Breusov.

“In order to work in the right direction, the first thing we need to think about how to create a structure of urban bodies. We quickly forget all the good things that we had in the Soviet era. And in Soviet time there was, first of all, the architectural town-planning activity hierarchy: there was the main architect of the region, all the architects were under his control,” he said during a round table dedicated to the creation of a comfortable living environment, which took place in the regional government on Monday, October 3.

According to Alexander Breusov, relevance of transformation shows a return to such a control system in the Moscow region.

“If we are going to talk about our region, it is more or less saturated with architects. And if we look at our region? Of the 22 areas, only in six, I think, or even in five we currently have principal architects. And the rest are no architects. Staff, staff and staff again! But the staff must be managed,” he stressed.
