Penza, 20 October 2016. PenzaNews. A penalty of 2 years of imprisonment in standard regime penal colony was assigned to the former director of the Penza branch of OJSC “Vympel-Communications” (Beeline trade mark), who was found guilty of commercial bribery.

“From August 2012 to November 2014, between OJSC “Vympel-Communications” Penza branch and one of the radio communication company there was signed a contract on construction and modernization of communication structures in the region. The man, being aware that he as the branch director had to monitor full and high-quality work performance, illegally out of selfish interests demanded from the company representatives 10% of the money transferred to the account under the agreement,” Lyudmila Fomina, senior assistant of the head of the regional Investigative Committee for media relations, told PenzaNews.

She said that in return for this money the man guaranteed help in concluding new contracts, loyalty in case of improper fulfillment of the contract terms, and no delays in payment.

“For the specified period, he received over 4 million 750 thousand rubles as commercial bribe. This money, as it was arranged, was transferred to his and his relatives’ accounts,” the agency interlocutor added.

According to her, the man was also assigned a single fine in the amount of the sum of the commercial bribe.

“The verdict is not yet in force and can be appealed,” Lyudmila Fomina noted.

As the news agency PenzaNews reported earlier, Victor Orlov was appointed the director of the Penza branch of the OJSC “VympelCom” (Beeline trade mark) in August 2011.

Almost immediately after his arrival to Penza, he announced to journalists the concept of the company development for the near future during the press lunch at “Netske” sushi bar. Among the major trends of the company work there was 3G network development, reconstruction of tariff line, as well as launch of fixed-line services for corporate customers.

On December 10, 2013 Victor Orlov took part in the press conference devoted to the 10th anniversary of the commercial network launch in Penza. According to the director of the Penza branch “VympelCom,” several hundred base stations were built, hundreds of thousands of subscribers got connected to the network during that time.

On September 2, 2014 Victor Orlov took part in the meeting with the deputy chairman of the regional government Valery Bespalov with cellular operators.
