Penza, 18 November 2016. PenzaNews. The Penza administration turned to the supervisory authorities regarding illegal building of two objects in Koltsova street.

One of the objects is being built at the territory next to the private sector, besides the distance to the neighboring land is very small.

In the beginning of November, there was only a metal carcass of the future building seen at the ground.

Now the building is close to the final stage – workers are planking it with gray-red panels. The building looks like a shop.

Moreover, the object does not have a facility certificate that usually states purpose, time frame and work responsible people.

The work on the other construction site, which was temporarily stopped, has been started again and is being conducted next to the motordrome – close to the “Virazh” auto service centre.

Three weeks ago there were only concrete pillars dug in the ground there.

Nowadays, some of them are covered with concrete plates. Thus, the construction does not have walls yet, but it already has the roof. At the same time, some of the pillars still remain uncovered.

The excavator that appeared at the building ground on Friday, November 18, indicates that the works have not been stopped.

The situation was commented upon by the head of the Penza administration Victor Kuvaytsev.

“The thing is that we do not have such power to drive a bulldozer to the place,” he noted.

The mayor explained that the local authorities adopted the document that allows to dismantle non-stationary trade facilities through the pre-trial process, however, capital facilities should be treated in a different way.

“In order to settle the issue, we turned to all instances including judicial bodies, though they all had been warned beforehand. That is why now we are waiting for the reaction of the law enforcement officials,” Victor Kuvaytsev emphasized.
