Penza mayor Victor Kuvaytsev celebrates his 58th birthday
Penza, 2 January 2017. PenzaNews. The head of the Penza administration Victor Kuvaytsev celebrated his 58th birthday on Monday, January 2.

His colleagues, friends and acquaintances congratulated him personally and by phone.

According to the PenzaNews information, even though the mayor’s birthday is on New Year holidays, he sacrifices his personal time to work and controls solving complicated issued if they occur.
Victor Kuvaytsev was born in the village Rakhmanovka of the Vadinsk area of the Penza region on January 2, 1959.
In 1978 he graduated from the Bednodemyanovsk College of Mechanization and Electrification of Agriculture, in 1995 – from the Penza Institute of Agriculture with a degree in Mechanization of Agriculture, and in 2007 – from the Moscow Modern Humanitarian Academy with a degree in Law.
He is a Ph.D. in Technical Sciences with a specialization in “Technologies and mechanic means of agriculture”.
He started the working activity in 1978. He worked his way up from a foreman of a tractor field brigade to a director of an agricultural enterprise.
From 1995 to 2010 he worked as a master, mechanical engineer, and head of the department of the material and technical provision in LLC “Mayak”.
From 2010 to 2011 he was the director of the municipal institution “Department of Communal Services of Penza”.
He worked as a Penza City Duma deputy of the fourth and fifth convocations.
From June 2011 to January 2013 he worked as a deputy Penza City Duma head on a regular basis.
On March 26, 2013, he was elected the rector of Penza State Academy of Agriculture.
On 24 September 2014, he was elected the Penza city head during the first organizational session of the City Duma of the sixth convocation.
On 16 December 2015, Victor Kuvaytsev was unanimously elected the Penza city administration head during the 16th extraordinary session of the City Duma.
He received a letter of acknowledgement from the Ministry of Agriculture and Trade of the Russian Federation, certificates of honour from the government and the Legislative Assembly of the region, City Duma, and the mayor. He was awarded with the badges “For development of Penza”, “For honest fulfilment of the deputy duty”, and “To the glory of the Penza land”.
