Future of governor’s certificates to be decided in Penza

Penza, 9 January 2017. PenzaNews. The specially created working group of the Penza region will develop suggestions on further realization or closure of the programme that aims at the distribution of housing certificates to young families in which a baby was born within a year after the marriage registration. The corresponding order was given by the governor Ivan Belozertsev.

He noted that this measure of social support does not raise the birth rate but it is used by couples aged up to 30 years, which live quite long time together and register their marriage only in case of pregnancy in order to receive the payment.
“They go to the registry office, register their marriage, then, go to the regional government and say: ‘We need this support, provide it’,” the head of the region explained at the action meeting in the regional government on Monday, January 9.
Ivan Belozertsev emphasized that if the governor’s certificates will be cancelled, the funds allocated for this purpose in 2017 should be used for the support of the institution of family.
As it was reported earlier, on October 10, 2016, at the meeting in the regional government Ivan Belozertsev expressed the opinion that the programme of the issue of governor’s certificates proved its ineffectiveness. He noted that allocation of funds for the improvement of living conditions does not raise the birth rate as it was expected, that it why it is necessary to find new forms of work in this direction.
