Penza, 13 January 2017. PenzaNews. Public consultation on the draft law "On job provision for persons released from penal institutions who live in the Penza region" will be conducted on January 16-30.

Everyone can become familiar with the draft law on the website of the regional Ministry of Labour.

As it was stated in the explanatory note, the convicted persons who served a sentence in places of deprivation of liberty are unwelcome workers because of low motivation to work and qualification.

According to the official data, annually more than 100 citizens in this category turn to employment services for assistance in finding suitable work, approximately 30% of these people get employed.

In order to solve this issue, it was suggested that quotas for the employment of convicted persons should be introduced.

It is expected that if passed, the bill will increase the ratio of employed people with criminal background, reduce crime rate, and prevent commission of future crimes.
