"It allows people with disabilities to develop a professional orientation, to undergo educational training, to get a job and to adapt to conditions there," the head of the region explained.

He added that over 7,000 people with disabilities were informed about the possibility of getting employment assistance provided by the state, and almost half of the people used the chance.

"The region adopted a law on assignment of quotas for workplaces for the disabled. For the enterprises with the total number of workers amounting to over 35 people, the quota for workplace provision to the disabled equals to 2.5% of the employed people number. The application of this law allowed employment of over 2,000 people," Ivan Belozertsev said.

He noted that the Penza region also actively uses the practice of workplace rent.

"If there are some industrial or other reasons that do not allow an enterprise to employ a disabled, then it can just pay a salary to the disabled thus covering the quota created by the public organization. According to this workplace rent scheme, the Penza region employed 350 people with disabilities," the governor explained.

According to him, young people with disabilities receive help and assistance while getting professional education and applying for a job.

Ivan Belozertsev reported that in 2017 it is planned that 2,000 people with disabilities will get a permanent job.
