Penza, 19 May 2017. PenzaNews. Specialized institutions aimed to provide help to persons in a state of alcoholic intoxication are planned to be opened in Penza again. This was reported by the press service of the mayor's office.

On Thursday, May 18, a Penza delegation headed by the vice mayor Vladimir Popkov visited Nizhny Novgorod in order to examine the experience of creating such specialized institutions.

Penza representatives got acquainted with activities of the autonomous institution "Civic centre Nadezhda", which helps to persons in a state of alcoholic intoxication who lost the ability to move independently or to orientate themselves in the environment and do not need medical assistance.
