Oleg Sharipkov explains why Penza "Civil Union" receives presidential grant

Penza, 1 August 2017. PenzaNews. Oleg Sharipkov, executive director of the community foundation “Civil Union”, thinks that inclusion of the non-commercial organization in the list of winners of the first in 2017 contest for presidential grants is well-deserved. As a result of the contest, the organization will receive 7,858,000 rubles for sharing the practice of application of target capital mechanism.

"'Civil Union' is a unique organization for Russia. We are the only resource centre for support of non-commercial organizations that has its own target capital. We use its funds to support local non-commercial organizations and initiative people," he said to PenzaNews.

Oleg Sharipkov noted that "Civil Union" had already started to share its positive practice.

"A month ago the foundation published a book about the mechanism of creating target capital in a region. Our practise is in a great demand all around Russia – in the Ulyanovsk region and Saint Petersburg we already started the process of target capital formation," the interlocutor said.

The head of the non-commercial organization said that the funds of the presidential grant are planned to be used for visiting regional centres and giving there a presentation of the organization's practice, as well as for organization of an interregional conference in Penza dedicated to the topic of target capital.

"We will also continue to support work of local non-commercial organizations awarding grants to them, providing consultation services as well as lobbying their interests at a local level. We plan to re-equip our resource centre – repairs have not been made there for 10 years by now. We will organize big general events such as the festival of non-commercial organizations 'Kind Penza', a charity fair and others," Oleg Sharipkov explained.

He expressed an opinion that it was openness of the foundation "Civil Union" that helped to win in the contest for presidential grants.

"Our financial and policy statements are available on our website unlike those of the majority of other Penza non-commercial organizations, even successful ones," the interlocutor summed up.

As it was reported earlier, six non-commercial organizations from the Penza region became winners of the first contest for presidential grants conducted in 2017. The results of the competition were summed up on July 31. They will receive over 15 million rubles for implementation of their projects.
