At the same time, the votes of the Internet poll participants were almost equally divided between the three other options: "absolutely unfair" and "quite fair" received about 26% each and "rather unfair" – about 25%.

Almost 8% of the respondents remained undecided.

Shortly before the elections to the regional parliament – on August 7-20 – the PenzaNews website conducted a similar poll. 560 Internet users, including 497 – from Penza and the Penza region, took part in it.  At that time, it was suggested that the respondents answered the following question: "Do you think the elections to the Legislative Assembly of the Penza region on September 10, 2017, will be fair?"

According to results of the Internet research conducted in August, which correlate with those of the two-week poll that finished on October 1, only every seventh Penza resident believed in absolutely fair elections, while every fourth thought they would be "rather fair than unfair". About 26% of the respondents selected the option "rather unfair than fair". As well as the previous time, the number of those who were sure that the elections to the Legislative Assembly would be conducted unfairly was the largest. The number of the respondents who remained undecided was over 8%.

The study was conducted on the initiative of the news agency PenzaNews at its own expense through an Internet poll held from September 18 to October 1, 2017.

575 respondents including 5178 – from Penza and the Penza region, which was the main area of the poll conduct, took part in it.

The question that was asked on the website was as follows: "Do you think the elections to the Legislative Assembly of the Penza region on September 10, 2017, will be fair?"

The statistical error was 5%.

The results of the poll were posted on the PenzaNews website on a free-of-charge basis to inform the residents.
