Penza, 12 October 2017. PenzaNews. The governor Ivan Belozertsev suggested that an observation point should be created at the bell tower of the Spassky cathedral of Penza, which provided a panoramic city view due to the height of the building and its location on a hill.

"A visit to the Spassky cathedral may be of interest to both tourists and local residents. We must create appropriate conditions for this. I think many people would like to see the city from the bell tower. Newly married couples would come here immediately after registration to ask God for happiness. It is a very interesting project. We must create an observation point here taking especially into account that it is technically possible," the head of the region said at the on-site meeting at the construction ground on Thursday, October 12.
The governor ordered to create convenient walkways to the cathedral and to trim trees and shrubs located nearby.
He also noted that the Spassky cathedral was a sort of a Penza landmark, that was why it was very important that the cathedral fit the urban landscape.
"We will work in winter so that by May 1 the facade should be ready and we should start final improvements of the territory. [...] Things that can probably be done this year should not be postponed until next year," the press service of the Penza region government quotes the governor.
