Sale of electronic cigarettes to children planned to be forbidden in Penza region

Penza, 25 October 2017. PenzaNews. A regional law imposing restriction on selling so-called electronic nicotine delivery systems and e-liquids to persons under the age of 18 is planned to be adopted in the Penza region.

A corresponding bill will be considered at the second regular session of the regional parliament, which will be held on Friday, October 27.
If adopted, the document will apply to legal persons and individual entrepreneurs who trade in electronic cigarettes and similar devices as well as to natural persons who are in an employment relationship with them and carry out retail sales.
The law will enter into force within 10 days from the date of its official publication.
Simultaneously with its adoption, it is planned to make amends to the Code of Administrative Offences of the Penza region.
In case of a violation in the sphere of retail trade in electronic nicotine delivery systems and e-liquids – if they are sold to persons under the age of 18 – it is proposed to introduce a fine of 2,000-4,000 roubles for natural persons, 20,000-40,000 roubles for officials, and 100,000-200,000 roubles for legal persons.
