Penza, 5 December 2017. PenzaNews. Penza residents who had previously entered into contracts with the company Penzastroy and become equity construction investors of the housing estate "Na Strelbishchenskoy" but had not received the promised flats recorded a video message to President of Russia Vladimir Putin and the governor of the Penza region Ivan Belozertsev.
The video, which lasts almost five minutes and was published on the channel "Penzastroy, dostroy!", features 20 adults with their children, who are shown against the background of the suspended construction.
"We bought the flats, all our agreements were registered in Rosreestr – everything was done officially. The developer was reliable, probably the best one in Penza, we had no doubts about it," one of the men explained in the video.
According to him, "the developer has practically turned bankrupt" and the officials now make it clear that the investors will not receive insurance payments, and give them the run-around.
"Now many people live in rented flats, pay mortgages, everyone has children. [...] Our expenditures now exceed the salaries we receive," a young man who asks "how to live" added.
The video message also features Ivan Belozertsev reporting to the people when he was asked about support of equity construction investors whose houses had not been built yet.
In addition, the message contains footage from the rally conducted by the equity construction investors in Penza on November 11.
"Where is the state regulation of laws? Who should be the guarantor [...] who should regulate all this? No one needs it – everyone feels fine: a bank receives money, developers go bankrupt, transfer assets to other companies, and people suffer. Who will be responsible for this?" the equity construction investor asked.
The video message finishes with the following lines: "Russia is a state governed by law. Help us to protect our rights and to obtain the housing that we have paid for".
