The national average is almost twice smaller and amounts to 11.3%, which is a significant social problem. As the research showed, in 22 regions of the country 20% of workforce earn less than 10,000 roubles per month.

The percentage of persons who earn over 100,000 roubles after personal income tax amounts to 0.8% in the Penza region. Considering this factor the region occupies the 68th position in Russia.

In the country as a whole, the proportion of highly paid workers exceeds 4%.

The largest number of workers with salaries over 100,000 roubles was registered in the Yamal-Nenets Autonomous Okrug – 23.47%. The top three also includes the Chukotka Autonomous Region and Moscow – 20.98% and 17.05% respectively.

The Gini wage inequality coefficient in the Penza region equals to 0.29 on a scale from 0 to 1, where zero means that all residents receive the same amount of money. The commentary to the study notes that the relative equality of wages is due to the lack of a noticeable number of the rich. The average Gini coefficient for the country is 0.37.

According to the provided data, the median that is "net" salary of an average employee in the Penza region amounted to 18,200 roubles in April, 2017. The average for Russia is 24,700 roubles.

The ratio of the median salary to the living wage amounts to 2 in the region, while in Russia as a whole it equals to 2.7.

"The difference in figures registered in the richest and poorest regions of Russia is very large. The leading regions are characterized by median wages at the level of 53-59,000 roubles, and in the poorest regions, an average worker may only count for 14-15,000 per month. Thus, in the Republic of Dagestan, the median average salary is only 13,600 roubles, which is 4.5 times less that the salary of an average worker in the most prosperous region," the explanatory note states.

When preparing the rating of regions by the level and distribution of salaries, RIA Rating experts used Rosstat's data.

The salaries including median ones were calculated after income tax payment. In order to calculate the ratio of net salary to regional living wage, the experts used data as of the second quarter of the year 2017.
