Victor Khomets was stated as an organizer of the public event in the form of a rally, Sergei Padalkin and Sergein Nosko perform the functions of managers.

At the end of December 2017, construction investors, who gathered in the so-called "Homeless regiment", already filed a notification about holding a public event featuring Father Frost and Snow Maiden on the eve of the old style New Year on January 13 in Lenina square, but did not receive an unequivocal answer from Vasily Trokhin, deputy chairman of the Penza region government, whether or not the children's performance was agreed.

Construction investors expressed regret about such a treatment of families with children by the regional authorities and promised that the new year's morning performance will still take place, and it will be organized in such a way that “no official and no worker of law enforcement authorities will be able to accuse of law violation”.

In addition, according to information available to PenzaNews, the day before the Left Front activists filed two other notifications addressed to governor Ivan Belozertsev and Penza mayor Victor Kuvaytsev about organizing a rally of construction investors with the estimated number of participants equalling 400 people.

They suggest that one of four territories in the Penza centre should become a venue of the public event. These are the square in front of the V.I. Lenin monument near the building of the regional government, Marshala Zhukova square opposite the mayor's office, the square near the drama theatre in Moskovskaya street or the public garden near the cuckoo clock, where an anti-corruption rally was held on March 26, 2017, which was attended by several hundred people.
