Penza, 29 January 2018. PenzaNews. The governor of the Penza region Ivan Belozertsev suggested resuming the Soviet practice at which youth clubs function on the ground floor of apartment buildings.

"The system of supplementary education should be accessible. This refers both to costs and distance. In the Soviet times, as you know, special premises designed for various clubs and hobby groups for children were assigned in buildings under construction. These days we have stopped to do this, we are referring to the fact that we do not have enough funds, that this means additional costs," the head of the region said during a meeting with heads of administrations of city districts and municipal areas held in the Penza region government via videoconferencing on Monday, January 29.

He instructed to prepare an agreement with representatives of construction companies so that they should design and assign 40-50 square metres for clubs and hobby groups when constructing apartment buildings.

"This is especially important in comprehensive development. We will find teachers of supplementary education and this will be effective for teenagers who live in the houses. It is possible to organize different types of activities so that from 16.00 to 20.00 after having a rest from school, children could receive supplementary education. The more time a child spends doing useful activities, the better a situation in the youth environment will be. We must solve this issue," the press service of the regional government quotes Ivan Belozertsev.
