"The previous scheme when we tried to maintain underground crossings at the expense of stall owners has become outdated. This scheme has led to the fact that nowadays underground passages are in such a condition," he said at the 42nd regular session of the City Duma on February 22.
Victor Kuvaytsev reminded that in underground crossings in Prospekt Pobedy street lighting had been restored at the expense of budget.
"We cannot bear other costs now because it is not our property," the head of the Penza administration explained.
According to him, execution of papers for underground crossing, which used to belong to nobody, will soon be completed.
"We will stop placement of stalls in underground crossings," Victor Kuvaytsev emphasized adding that "they do not give a positive result but serve as a hotbed of dirt".
In turn, vice mayor Yury Ilyin explained that pedestrian crossings in Prospekt Pobedy street are planned to be put onto books of the Penza Department of Communal Service until March 1.
