Penza, 27 February 2018. PenzaNews. The Investigations Directorate of the Investigative Committee of Russia in the Penza region carried out inspection on the fact of information spread by the mass media about a wheelchair-bound invalid who gets into his flat on the second floor of a house in Dokuchaeva street in Penza through a balcony, where he climbs with the help of handmade lifting equipment. This was reported by Tatyana Makhnitskaya, senior assistant of the head of the regional investigative department for media relations under the Investigative Committee of Russia.
"Legal assessment of actions or failure to act will be given to employees of the Oktyabrsky district administration of Penza within the inspection in connection with the absence of special elevators for the disabled in a house where the man with disabilities lives," the interlocutor said.
Previously a video showing the wheelchair-bound invalid lasting a little over a minute had been uploaded on YouTube.
The footage shows the man climbing the second floor of the apartment building in a wheelchair with the help of a cable. After that, using a special turning mechanism, he moves the wheelchair in a way that it hovers over the balcony and then lowers the cable with the wheelchair holding on to a window frame.
On February 23 the unusual footage was shown by Dozhd TV after which the issue of accessible environment provision was also raised by Lenta.ru and the TV channels 360, Radius, Novye Izvestia and other national media.
