Penza, 14 March 2018. PenzaNews. Construction investors of the residential complex Raiki, the building of which had been started by the company Penzastroy, held a series of one-person protests near the building of the Penza region government on Wednesday, March 14.

Each of them was holding the flag of the Homeless Regiment, which united participants of the shared-equity construction, and two signs.

One of them, as during one-person protests near the Penza mayor's office on March 12, contained the demand "Land to developers, flats to deceived construction investors".

The second ran as follows: "Governor, where are you? Naumov stole the land, didn't he? Penzastroy investors are in trouble!"

The protest campaign drew attention of several police officers at once, one of them was armed with a gun. The policemen checked protesters' documents and asked why they had come to the regional government.

For a long time the officers did not leave watching the situation and shooting the events.

The essence of the series of protests was commented on by investor Ilya Dremov.

According to him, one of developers agreed to finish the construction of the problem houses of the residential complex Raiki. In doing so the developer hoped to get a plot of land near the palace of sports Burtasy within the regional law on support of construction investors. However, it turned out that the land was reserved for LLC Ekspluatatsionnoe Predpriyatie.

"[Alexei] Naumov is company's CEO. He is an ex-head of the legal department of the Penza region governor administration," the interlocutor said.

Ilya Dremov reminded that LLC Ekspluatatsionnoe Predpriyatie had been established in Penza on December 25, 2017, by reorganizing a state unitary enterprise of the same name. On February 15, 2018, members of the Legislative Assembly of the region included the enterprise in a privatization plan.

"It turns out that the company – a [100%] share of the company – will go private, that is either individuals or an organization will get these plots of land, while construction investors seem to get nothing," the representative of the residential complex Raiki noted.

According to him a strange situation appeared.

"We would like to get an official answer," Ilya Dremov said.

As it was reported before, on January 22, 2018, Penza administration made public the information about 12 plots of land, which are planned to be offered to developers within the law on support of construction investors.

The territory near the palace of sports Burtasy was among them.

It, practically, consists of two plots of land with a total area of about 3 hectares with cadastral numbers 58:29:1007008:142 and 58:29:1007008:143. Their estimated cost is over 100 million roubles.

According to provided information, a proposal for their development was received from LLC PKF Termodom.
