"If we are helped with the sale of one third of the flats, it will be a contribution to the construction industry," he noted at the press conference in the State Property Department of the Penza region on March 21 when speaking about concessional lending at a rate of 6.5%, which is provided in the framework of the regional programme Affordable Mortgage.
Evgeny Ryzhov explained that 660 million roubles from the federal and regional budgets are planned to be spent on loans for the purchase of approximately 600 flats.
At the same time, the general director of the Penza Region Mortgage Lending Agency, who had occupied the post of the deputy head of the Penza administration for 16 years, noted that while working in the mayor's office he had never faced a situation when so many flats were available but unsold.
"I have work experience in the city administration. This never happened before. I haven't worked there for three years. It is a long time. Such a situation appeared 2 or 3 years ago, which could be caused by a crisis and the level of wages and income," Evgeny Ryzhkov said.
