They took turns standing near the building on the side of Kirova street and V.I. Lenina square hanging two banners on themselves.

The first of them was reading "We are homeless. Thanks to the authorities! Residential complex Ternopolsky", and the second one – "We demand that Governor I.A. Belozertsev should find an investor-developer to finish the construction. Residential complex Ternopolsky.

As it was reported by one of the participants of the protest Ida Markina, Penza construction investors participate in rallies because of despair as they have the impression that "nobody needs them".

"Are there any other ways to solve the issue? We write complaints to different authorities and receive the mere runaround. When we send complaints to Moscow, they are directed to lower instances, to Penza," the interlocutor explained.

According to her, construction investors are afraid of establishing housing cooperatives, which are essential according to officials.

"Our government's response runs as follows: establish housing cooperatives, finish the construction on your own, and we will help you by budgetary allocations if we can. But as we know, there is not available money in the budget," the construction investor noted.

Ida Markina added that Penzastroy clients intended to continue street campaigns and they plan to do this not only in Penza using the most significant events, such as FIFA World Cup 2018, to draw attention to their problem.

"We will go to other cities, let everyone know about us. We will visit Moscow, Kazan, Saransk. Let the whole world know about [Governor of the Penza region Ivan] Belozertsev, about our government and the way it works," she said.
