In Penza prosecutor's office demands that Sovremennik is closed

Penza, 5 April 2018. PenzaNews. Prosecutor of the Leninsky district of Penza Tagir Mustaphin directed a statement of claim to forbid the use of the building of the cinema Sovremennik by LLC Alfa-Eco until violations of fire safety requirements are eliminated. This was reported by the senior assistant of the regional prosecutor for media relations Svetlana Artamonova.

She explained that serious violations of mandatory fire safety requirements were revealed in a number of Sovremennik premises including the cinema, the betting club, bars, cafes, offices and warehouses during a joint inspection carried out by workers of the public prosecutor's office and the EMERCOM.

"Thus, the bar premises located on the first floor of the building have no second emergency exit. Some premises of the second floor have no automatic fire alarm system. The automatic fire alarm system in VIP cinema halls on the ground floor and that in the betting club are out of order. In the billiard room the escape door in the south-western part of the hall does not open in the direction of the exit from the building," the interlocutor noted.

Svetlana Artamonova specified that the decoration in the cinema hall Premiere designed for 573 people is made of combustible materials.

"There is no automatic fire alarm system on the second floor in the space under the dropped ceiling, which makes up more than 40 cm. The removal of combustion products from premises without natural ventilation by the system of exhaust smoke ventilation in case of fire spreading over the area of 50 square metres and more with permanent or temporary presence of people, namely six cinema halls, premises of cinema offices, a bar and corridors longer than 15 metres, is not provided. The stairwell in the eastern part of the building has no exit to the outside directly through the hall. The fire curtain separating the corridor of VIP halls from the open staircase is out of order," the senior assistant of the prosecutor added.

According to her, numerous violations of fire safety requirements indicate the impossibility of the use of the cinema Sovremennik by masses of people, pose an immediate threat to their lives and health, can cause a fire, facilitate its spread and pose obstacles to safe evacuation.

"The statement of claim is in the court under consideration," she noted.

Unscheduled inspection of compliance with fire safety legislation was organized in all shopping malls and entertainment centres at the request of the Prosecutor General's Office of the Russian Federation in connection with the tragedy in the Kemerovo shopping mall Winter Cherry, where 64 people had died in a fire.

Over 2,800 facilities with mass stay of people are to be inspected in the Penza region during three months.
