Penza, 14 April 2018. PenzaNews. The construction of an unknown facility near the railroad in Ladozhskaya street in Penza is illegal. This was stated in the response of vice-mayor Magomed Agamagomedov to editorial request of PenzaNews.

"The administration of Penza did not receive an application for granting permission for construction (reconstruction) of a capital construction facility located at the above mentioned address, a decision on this issue was not made," the text explains.

However, it is noted that the mayor's office is not going to take any action in connection with the revelation of the fact of unauthorised construction since local self-government is not the competent authority to carry out inspection in the spheres of housing and construction.

Several paragraphs of vice-mayor's response contain references to different legal acts, from which it follows that it is the department of housing and construction inspection of the Penza region which is in charge of punishing the violators. According to the city administration, the relevant information was directed to the department on April 2.

Meanwhile, the activity at the site decreased compared to last week when there were three trucks at the same time including two mixers at the construction site.

However, the territory is still fenced with film. There are no information signs on it. A construction trailer is located inside.

In the immediate vicinity of the railway one can see the soil that was removed before laying the foundation.

People appear at the site from time to time but according to residents of neighbouring houses they do not stay long probably being afraid of inspection.

Who carries out the illegal construction and what is being built still remains unknown.
