"I have already given instructions to the ministry of construction and road economy [of the Penza region] to proceed with the implementation of a new project in 2018. It consists in equipping exits on roads leading from the regional centre to areas, making grounds with special trash containers, benches, and rest areas for our residents, car drivers and those who visit the Penza region. [...] We should ensure that they do not hide in bushes, drive to woodland belts and leave plastic bags there but [...] that they can make a stop, have a snack, have a rest and continue driving," the head of the region said.
He also expressed dissatisfaction with a large amount of waste in forest belts along roads.
"Someone dumps the garbage after all. They must be photographed or recorded. Representatives of public organizations should get involved. Nowadays we can use means of communication – the Internet, our websites," Ivan Belozertsev noted adding that if desired it is possible to establish the owner of the car, where the garbage was thrown out from, and to bring offenders to statutory responsibility.
