Penza, 1 May 2018. PenzaNews. Police officers did not let a group of about 20 construction investors into the fenced territory of Yubileynaya square, where an official rally on the occasion of May Day was held.

They met near Suvorova street before the start of the event. The participants of shared construction were holding flags and white balloons with the inscription "Homeless Regiment" as well as with the names of unfinished residential complexes.

The people also brought small banners decorated in the May Day style reading: "We always want peace! We never want uncompleted construction!", "Cranes flew away and took keys with them", "Peace! Labour! May! Finished construction!" and "May to the world, flats to people, happiness to everyone!"

In addition, the defrauded real estate investors spread out a banner of the informal association Homeless Regiment, in which they were trying to assert their rights.

Before going through metal detectors they were stopped by police officers. The police explained that the construction investors could join other Penza residents only in case they left all attributes behind the fence because their flags and banners allegedly did not correspond to the essence of the holiday and Homeless Regiment had nothing to do with the professional unions on whose initiative the rally was organized.

One of the police officers suggested that the investor in the residential complex Raiki Mikhail Krapp, who represented Homeless Regiment, should discuss the possibility of participation in the event with the chairman of the regional Workers Unions Federation, Nikolai Kotov, noting that he was "somewhere there". By saying this, the officer pointed towards the square, where thousands of people had gathered by that time.

After a while, Nikolai Kotov personally approached the construction investors, who drew attention of others, but did not manage to talk with them as the chairman of the Penza region government, Nikolai Simonov, came to the group and pulled several people aside for a conversation that lasted about 10 minutes.

Commenting PenzaNews on the content of the discussion, Mikhail Krapp said that the main reason why the investors were prohibited from participating in the rally was a negative attitude towards them on behalf of Penza resident.

"It was explained to us that currently citizens of the city are set against the people, whose apartments were taken away; against the people who remained homeless. Why? Because in order to finish the construction budget money has to be used. However, as the authorities explained to us, budget money belongs to people," the interlocutor said.

At the same time, Mikhail Krapp emphasized that the construction investors pursued no political goal but simply wanted to join the celebration.

"We are united by one issue, we have become friends and feel like a family," he noted.

In the end, Homeless Regiment representatives watched the rally behind the fence. They stood on the side of the stage facing the unfinished residential complex Raiki, which can be seen from Yubileynaya square.
