People started to gather long before the event. Many came to the rally in groups representing enterprises, institutions and public organizations. Some people came with their families.

To enter the fenced territory it was required to pass through metal detectors, where the names of city areas were indicated. Shortly before the event, a queue formed in front of them.

A stage was installed at the far side of the square near the cinema and concert hall Penza.

Unlike previous years when the rally on the occasion of May Day was held in V.I. Lenina square, where columns of the Pervomaisky, Oktyabrsky, Leninsky and Zheleznodorozhny areas of Penza went to from Moskovskaya street, this time it was difficult to distinguish their representatives.

The municipal brass band headed by Anatoly Naberezhny was located near the stage. Cadets were standing between the main bulk of people and the stage, while in the centre, opposite the stage, there were officials, deputies and famous people of the region.

After the rally was announced open, the Russian anthem was played. Then, governor Ivan Belozertsev gave a speech noting that in 2017 workers had showed good results.

"Dear friends, I would like to thank you for working together, for the results you have achieved. [...] Long live the Penza region, long live labour groups, long like the working man!" he said.

Then, the chairman of the Association of Agricultural Producers of the Penza region, member of State Duma of Russia from United Russia faction, Ivan Firyulin, urged the audience to cherish peace and to work for the creation.

In turn, the chairman of the regional Workers Unions Federation, Nikolai Kotov, noted that Spring and Labour Day is a national holiday.

According to him, about 3 million people in different countries will participate in parades and demonstrations on this day.

"For the older generation it still symbolises the international solidarity of workers. For the youth it is spring, renewal, awakening of nature and great hope for the future. Our region has always been known for its labour collectives, for its dynasties, and working people," he added.

Then, the member of the youth parliament under the Legislative Assembly of the Penza region, Yulia Avdonina, expressed the opinion that the union of workers on May Day rallies is an example of Russian power.

"We, the youth, understand that we can move forward only by relying on spiritual and cultural heritage. [...] We should preserve historical memory, carry pride in our people, in whose soul there is hard work and the ability to work with all their strength," she said.

At the end of the official part, a speech was given by Alexander Medkov, paramedic of the Penza regional ambulance service, chairman of the students’ union of the regional medical college.

He drew attention to the fact that the medical community of the country faces serious tasks including the increase of health care efficiency, introduction of modern practices, improvement of medical assistance provision and training of qualified personnel.

"Let our labour bring all of us joy and prosperity. I wish you good health, inexhaustible energy and wellbeing!" he turned to the audience.

During the concert, which began immediately after the meeting, Ivan Belozertsev congratulated conductor Anatoly Naberezhny on his 80th anniversary, and then watched the performance of creative teams standing among residents.

Some people took the opportunity to photograph their children with the head of the region.
