Penza, 3 May 2018. PenzaNews. Nikolai Potapov, user of the social network VKontakte, uploaded a video lasting about half a minute and showing a man sweeping litter from the embankment under reconstruction in the centre of Penza straight into the Sura river.

When doing so he made no use of a construction wheelbarrow nearby, where the litter could have been put to be further removed. However, the worker chose an easier way.

"I wish I had shot the moment when he was throwing litter into the river," the Internet user wrote in a comment to the video.
