Penza, 3 July 2018. PenzaNews. Penza pensioner Victor Neboga bought 20 cubic metres of sand for the beach in the centre of the park Dubrovka in the Zarya neighbourhood, the improvement of which he had been engaged in on his own initiative for several years already.

A part of the sand was unloaded directly on the beach, the other – on a volleyball court located nearby.

Not indifferent local residents helped to scatter it about.

As Victor Neboga told PenzaNews, the purchase of sand cost him 7,500 roubles, which he had to take on credit.

According to him, in the near future one more truckload of sand will be delivered.

"Either tomorrow or in two days depending on weather, sand will be delivered. [...] Penza people should have a good clean beach, clean water, fresh air and good mood," the interlocutor said.

Activist Victor Neboga started landscaping near residential buildings in the neighbourhood of Zarya in Penza in 2011. Park Druzhba, where different trees were planted and an information stand about Lavrenty Zagoskin, Evgeny Suzyumov and Konstantin Badigin was installed, was founded on his initiative.

In addition, with the support of friends and locals he equipped a sports ground and placed benches. On the pond in the middle of the park, places for approaching water and changing stalls were equipped, a pavilion was built.

Before the area was granted to the pensioner for improvement, Viktor Neboga had to go through several courts.
