Penza, 25 June 2019. PenzaNews. A man being allegedly in a state of alcohol intoxication was taken to mental hospital after rest on a beach in the residential district of GPZ-24 of the city of Penza. This was said by head of the department for civil defence and emergency situations of Penza Alexei Mikhailov.

He explained that the incident had occurred a weekend before.

According to the head of the department, the man tried to get into the water and swim twice.

"The first time he was taken out from the water by rescuers, who called an ambulance. In the end the ambulance had to call a brigade of the psychiatric hospital where he was subsequently delivered to," Alexei Mikhailov said at a meeting held in the city hall of Penza on Tuesday, June 25.

He didn't specify other details of the incident.
