At the request of an investigator of the second division for investigation of special cases under the regional investigation department of the Investigative Committee of Russia, the Pervomaisky district court of Penza chose a measure of restriction in the form of house arrest for a period of two months against Igor Balashov, former head of the department of civil service and state service personnel of the Penza region, and Alexander Valetov, ex-director of state autonomous institution Multifunctional Centre for Provision of State and Municipal Services.

According to the press service of the court, the decision was made on July 5.

Igor Balashov and Alexander Valetov will be under house arrest until September 3.

On July 5, 2019, it became known that the former head of the department of civil service and state service personnel of the Penza region, and the ex-director of state autonomous institution Multifunctional Centre for Provision of State and Municipal Services had been detained in the framework of the criminal case initiated by the regional investigation department of the Investigative Committee of Russia in cooperation with Federal Security Service Directorate under Part 4, Art. 159 of the Criminal Code of the Russian Federation "Fraud".

According to the investigation, from January 2012 to December 2018, the persons had stolen more than 33 million roubles intended for the implementation of targeted programs aimed at reducing administrative barriers and improving quality of public and municipal services.
