Penza, 13 November 2019. PenzaNews. A fine of RUB 10,000 was imposed on a woman living in Penza for committing an administrative offence under Art. 20.3.1 of the Code of Administrative Offences of the Russian Federation "Incitement to hatred or enmity, as well as humiliation of human dignity". This was said by senior assistant of the head of the regional prosecutor for media relations Svetlana Artamonova.

According to her, the reason for this was a comment posted on a social network in the summer of 2019, which was aimed at inciting hatred or enmity against a group of people on the grounds of nationality.

"The decision of the justice of the peace has not entered into legal force," the interlocutor explained.
