Resident of Penza fined for comment on social network

Penza, 29 November 2019. PenzaNews. A fine of RUB 10,000 was imposed on a 31-year-old resident of Penza for having committed an administrative offence under Art. 20.3.1 of the Code of Administrative Offence of the Russian Federation "Incitement to hatred or enmity, as well as humiliation of human dignity".

According to senior assistant of the regional prosecutor for media relations Svetlana Artamonova, in the summer of 2019, employees of the regional department of the Federal Security Service of Russia revealed the fact of man's having posted a comment on a social network aimed at inciting hatred against a group of people of a certain nationality.
"The materials of the investigation were sent to the Prosecutor's Office of Zheleznodorozhny district of Penza for decision," the interlocutor of the agency explained, adding that the result was the initiation of a case on an administrative offense, the punishment for which was imposed.
"The court ruling did not come into force," the representative of the Prosecutor's Office specified.
