Serdobsk, 26 November 2020. PenzaNews. The Prosecutor's Office found it was illegal to draw up a protocol on an administrative offense under Art. 19.1 of the Code of Administrative Offenses of the Russian Federation “Arbitrariness” in relation to an employee of a trade facility in Serdobsky area of Penza region, who had rightfully refused to provide services to a buyer who did not have personal protective equipment. This was stated in a message of the press service of the Prosecutor's Office of the region.

“Having found it illegal to bring him to justice, the prosecutor made a written statement to the head of the regional department of internal affairs,” the text says.

It clarifies that the act of the prosecutor's response is under consideration.
