Penza Zenit owes more than 3 million roubles to players and staff

Penza, 31 May 2018. PenzaNews. The debt of the Penza municipal autonomous institution Football Club Zenit, which left the professional league and moved to the amateur one due to financial difficulties in spring 2018, to 39 former players and staff is more than 3.2 million roubles as of May 31. This was reported by the senior assistant of the head of the regional prosecutor for media relations Svetlana Artamonova.

She specified that the debt had been accumulated over the period from June 2017 to April 2018.

"Until the middle of May the municipal autonomous institution Football Club Zenit was financed from extrabudgetary funds, namely from sponsorship of the municipal unitary enterprise Penzgorstroyzakazchik, which is now not provided. This led to the emergence and increase of arrears of wages," the interlocutor noted.

Svetlana Artamonova explained that in order to restore the violated rights of employees of the club the former director of the institution, Victor Smagin, and the current one – Dmitry Sergeev received three submissions, the consideration of which made it possible to achieve a partial debt repayment.

"The former director of the club was found administratively liable by the district prosecutor under Part 6, Art. 5.27 of the Code of Administrative Offences of the Russian Federation 'Violating labour laws and labour protection laws' and was fined 15,000 roubles. In September 2017 the newly appointed head received a warning about the inadmissibility of violating the law," she said.

The senior assistant of a prosecutor added that in May that year a case on an administrative offence under the same article had been initiated against Dmitry Sergeev.

"105 applications for the issue of writs for the recovery of accrued but not paid wages totalling more than 5.2 million roubles were sent to court in 2017 and the past period of 2018 in the interests of former professional football players and other workers. The applications were considered, satisfied and partially executed," Svetlana Artamonova said.
