Penza, 28 June 2016. PenzaNews. The Penza region prosecutor Natalya Kantserova pronounced brothers Mushvig Khalilov, Vugar Khalilov and Shang Khalilov guilty of committing acts of violence for personal profit.

“The investigation discovered that the aforementioned persons committed a total of 11 crimes in Penza in 2004-2015, including five extortions of property, two acts of fraud, as well as theft, destruction and damage of property, forcible assertion of right, and intentionally falsified accusation,” Svetlana Artamonova, senior assistant of the head of the regional prosecutor for media relations, told PenzaNews.

The accused persons set up a semblance of protection racket and demanded their victims to give them money and housing, including through violence and threats over the wellbeing of their victims’s relatives, she added.

“The criminal case consists of 23 volumes of materials. It lists 10 people born in Azerbaijan, who were temporarily or permanently residing in Russia, as victims,” she clarified.

The criminal case has been referred to the Oktyabrsky Penza city area court for review of the merits, Svetlana Artamonova pointed out.
